The moratorium on the sale of farmland in Ukraine preserves all shadow schemes and manipulations that have reigned in the field of land relations for over 20 years.
Despite the requirements of the IMF, in 2017 the land reform has never been carried out.
The situation for the ordinary landowner remains unpleasant: tenants offer owners extremely low rent, while people themselves cannot sell their plots. It is impossible to establish the real value of land without a land market, so owners do not know what assets they possess.
The most important challenge to the land reform is the lack of a common vision formulated in the government concept. Landowners, small& medium-sized businesses and government structures are the main stakeholders of the reform, but common visions, points of contact, public dialogues on the choice of an optimal model of the land market operation usually do not materialize.
